International Bureau Circular 172 Kyrgyzstan – Illegal postage stamp issues
Dear Sir/Madam
The postal administration of KYRGYZSTAN asks me to inform you of the following:
"The postal administration of Kyrgyzstan has information about illegal issues of postage stamps bearing the symbol of Kyrgyzstan.
"The following issues: – the miniature sheet issued in 2002, comprising nine (3x3) "HARRY POTTER" stamps with a face value of three times 10 KGS, three times 20 KGS and three times 30 KGS; – the two miniature sheets issued in 2002, comprising nine (3x3) "MERRY CHRISTMAS" (cartoon heroes) stamps with a face value of three times 10 KGS, three times 20 KGS and three times 30 KGS; – the miniature sheet issued in 2002, comprising nine (3x3) "SHAHMATY" stamps with a face value of 20 KGS; – the block of stamps issued in 2001, comprising three "JOHN PAUL II" stamps with a face value of 10 KGS, 20 KGS and 30 KGS, were published in contravention of the Universal Postal Convention and Kyrgyz legislation. Consequently, since these stamps were not issued by the postal administration of Kyrgyzstan, they may not be used as a means of postal prepayment ".
