On Tuesday, 30 September 2003, Penrhyn and the islands of the Northern Cook Islands group placed on sale a multicoloured $1.50 stamp to extend the Cook Islands' recognition of its unity with other nations of the world.

The design background shows the Cook Islands' flag and that of the United States and features the extended arm of the Statue of Liberty with flaming torch symbolizing freedom and liberty. The stamp is printed in small sheets of four with colourful flag margins emphasizing the theme. The small sheet is 75 x 109 mm in size, with the stamps therein 28.45 x 45.58 mm.

The Maori name for Penrhyn was "Tongareva" which translates into "Garden in the Heavens" It is located in a hurricane free area with temperate climate and is the best example of a pure atoll, and is the largest in the South Pacific, encircled by a ring of coral over 40 miles around and enclosing dozens of low islets. Its lagoon is huge, over a hundred square miles, fifteen miles wide in certain areas.

Penrhyn and the other Northern Cook Islands, were claimed by the United States, and when France tried to add it to its Society Islands, Great Britain added Penrhyn to its dominions. Great Britain turned over its sovereignty to New Zealand, and it was only in the 1980's that-the United States relinquished its claim.

During World War II Penrhyn was a-major American base with considerable sheltered anchorage. It also built a 10,000 foot airstrip which is still serviceable.
